COLUMBUS–State Representatives Riordan McClain (R-Upper Sandusky) and Marilyn John (R-Shelby) held a press conference today to announce the introduction of substitute House Bill 290.

HB 290, better known as the Backpack Bill, was originally introduced in May as a piece of intent legislation to spark conversation around Ohio’s school funding formula. Since May, Reps. McClain and John have been working to craft legislation that will extend school choice to all students throughout Ohio to help expand their educational opportunities.

State legislators recently passed a robust school funding overhaul in this biennium’s state budget to take strides toward identifying the costs associated with the individual education of each child. HB 290 hopes to take steps further towards meeting the funding needs of Ohio’s students.

This new legislation would modify the application of the funding formula included in the budget this past summer, creating a system where the state funds follow the student to whichever school they choose to enroll in.

“We should not only be asking how much money we should put into our education system but we should also figure out how to use that money to improve the outcome for Ohio’s children,” said McClain. “It is time to provide the funding to the students, not to the schools.”

The bill would be applicable to both public and nonpublic schools.

“This bill isn’t an attack on public schools,” said McClain. “We are trying to create strong funding for both public and private schools while cultivating innovation and opportunity for students.”

House Bill 290 is currently awaiting its first hearing in the House Finance Committee.
